- Douglas Winter is a reference to Edward Snowden the former computer intelligence consultant and CIA subcontractor who in 2013 leaked classified information from the NSA about their mass surveillance program. On September 2, 2020, a U.S. federal court ruled that the U.S. intelligence's mass surveillance program exposed by Snowden was illegal and possibly unconstitutional.
