Thomas Carter worked alongside Bethany Mayfair and Sofia Varma in Project Daylight after the White House Chief of Staff ordered the three of them to collegt intel on U.S. citizens through illegal ways. He showed real interest and concern towards Jane Doe and her tattoos and was convinced that some of the tattoos could lead the team to Daylight. After failing on his attempts to approach Jane, he kidnapped her and tortured her; she could only remember Orion and his involvement with the program. That same night he was killed by Oscar.

David found Patterson's folders on the Jane Doe case and, driven by his experience and passion for puzzle-solving, tried to solve a tattoo that represented a challenge for both Patterson and him. After being right about the meaning of the leaf tattoo, he helped Patterson with the arch tattoo as well that led them to uncover a sleeping Russian cell. His assistance on the case got Patterson in trouble who brokeup with him; trying to get Patterson back, David followed the leads on the tattoo unaware that the russians knew about his investigation. He was killed by a spy in an alley.
